never got my starter package

I signed up for this back in august of 2012 (still active member) and I wanted the decal to put on my car and the card and I never got it! What gives? My info is all correct.

comes with a letter stating you're a member, a card or two stating youre a member with a member number and some decals for your car so you get MCA points.
